for the cost of the flash - I'd guess one hour labor based on recollection however @86GT351 would know best for what the "book time" on that would be so cost $150-200 depending on where you go, So Cal, I'd expect the higher end

depending on how much boost/power you want to make, you may need fuel system improvements

check the belt, tension, and tensioner

if the car it self is moving right, that would make me think suspension, not tuning. other thought is motor mounts - maybe one is bad

too tall IMHO, a 28" really filled up the well on the rear, take a look at the rears on mine, 255/45 work nicely on these cars on all 4 corners a 29" with all that sidewall would hurt the handling as well I believe.
