Help me figure out what's the cause of this sound

It sounds like the whine from a bent driven pulley.
Remove the drivebelt and see if the noise goes away when you start the engine. If so, spin each pulley manually until you find one that sounds abnormal. The culprit is often one of the idlers.

Or.... is it the alternator whining while it's topping off the battery after starting?
