Passenger side brake light and turn signal

I have an 07 mustang 4.0l. The other day I noticed that my turn signal started flashing fast. I checked the bulbs and they are all good. I then noticed that my passenger side brake light also did not work. I have had the car for almost 3 yrs. When I first got the car I pulled the cowling grommet out so I would not get it clogged and have water in the passenger side floor board. I am leaning toward the SJB. Does anyone know if I buy a used one do I need to have it programmed by the factory?
