Hawk HPS pads weak when cold?

So I just installed EBC rotors and Hawk HPS pads but the seem a little weak when they are cold, is that normal for them?

I've bedded them in and they stop good once there is a little heat in them.

I have the Hawk ceramic pads with PowerSlot rotors and they, too, need to be warmed a bit to really bite hard. When cold, they are a bit weak.

Yes. very weak when cold. Kinda scary sometimes.

Kind of surprising seeing HPS are their street pad.

hps are weird they need a little heat but any more than alittle and they fall way on on breaking distance
